New Background Check Procedure And Public Records Screening For Recreational Park Workers Implemented In States, Counties, And Communities

Hiring policy that requires background check on all parks and recreation staff including volunteers has been in effect in many states and counties already for several years. But if within some communities it was tighter and was fingerprinting based, like in Virginia’s Chesterfield County where the county board of Supervisors had approved the National Background Check for certain groups of individuals involved directly or indirectly with youth activities (i.e. coaches, board members, etc) still before the end of 2004, the other places would require then just name based criminal background screening against generally available databases of public records.
But even there different background check standards were applied depending whether a person wishing to work within public recreation parks system was a new applicant or an existing employee or repeat volunteer. In Virginia’s Chesterfield county public parks system every new approved applicant started being issued a special national background check card confirming he or she is allowed to work in the related field for the next three years. As for existing employees and volunteering staff, they too had to be checked using new procedure, anyway so far in random starting July 2005.
This meant to ultimately shift to the total national background check screening without leaving out any of the workers regardless of the time they have worked for a facility. I could bring more examples showing that tighter background check procedure introduced for all park workers in Minneapolis this year can’t be regarded as something people never heard in other states or counties of. After all, sooner or later all systems would have to change from the old name based screening via public records databases to the only truly accurate fingerprinting pattern. This is the idea fully shared by Minneapolis parks general manager Mike Schmidt either.
From the other hand, the Minneapolis Park Police Chief Bradley Johnson said he couldn’t cite the number of previous park workers who have been denied lately, though it is known that the park police conducted 1,200 background checks on new applicants or seasonal worker. Of those, 46 people failed to pass the new background check.
